House B NO DOUBT!! House A will be much harder to sell when you get sick of the crime! You can always update the house over time.

Even with the lousy economy we are in, a home is still a long term investment. If there is any upside at all to the bad area (example..crime rates going down, the area is getting better), then you could think of it as a long term investment. However, House B you dont have to fear for your safety. Who cares about a heated floor if someone stabs you on it. Lean toward house B unless the future upside outweighs.
