It can be installed …
It can be installed either way — there is a grille below the PSU mount that allows the fan to pull air from beneath the case.

hmmm should i put the psu to take air from inside the case? This guy put it in that way to take air from the bottom. Is this the wrong way?

Sure. HAF’s have good airflow, though you might want to get a different cooler. I reccomend a Arctic Cooling Freezer 7 Pro.

It usually takes everybody some time to install their CPU Cooler on their first build do to the frustration of getting those Pins set in correctly.
